Políticas públicas orientadas a la reforma del sistema judicial: revisión bibliográfica

La administración de justicia es una de las principales funciones desde el nacimiento del Estado. En el presente artículo se realiza una revisión bibliográfica enfocada en el fenómeno de las reformas judiciales y modernización de los sistemas de justicia en relación a la calidad de las decisiones judiciales que permitan a los Estados brindar un mejor servicio de administración de justicia. Para esta revisión se utilizaron documentos indexados en las bases de datos de Scopus and Scielo. Los resultados obtenidos evidencian que este es un fenómeno ha sido cada vez más abordado, pues un sistema de justicia confiable que otorgue seguridad jurídica, es una de las condiciones para conseguir el desarrollo de las naciones. Igualmente, algunas reformas están orientadas a temas cuantitativos, es decir, a la fijación de metas de producción por parte de los jueces y mejoras en la parte administrativa; sin embargo, los estudios más relevantes están direccionados a encontrar las formas de obtener jueces de calidad, que produzcan decisiones de calidad.
