Moral Value Creation and Social Development: A Critical Reinterpretation of Nietzschean Agency

This article examines how Nietzsche’s genealogy of morality can illuminate the ethical foundations and limits of social development. Through qualitative conceptual analysis of On the Genealogy of Morality, The Gay Science, Beyond Good and Evil, and Thus Spoke Zarathustra, it reconstructs Nietzsche’s accounts of ressentiment, moral authority, and active and reactive valuation. Development is shown to be value-laden: institutions authorize particular ends and distribute opportunities to contest them. Nietzsche therefore helps diagnose modernization without ethical ownership and participation without evaluative agency. Yet his hierarchy of human types and anti-egalitarian commitments cannot ground an inclusive development ethic. The article proposes a bounded use of genealogy: Nietzsche exposes the historical formation of development values, while dignity, equality, participation, and public accountability require independent justification. This framework yields four questions for evaluating policy values, authority, contestability, and safeguards against domination.
