Repensar una gobernanza sanitaria más sostenible y equitativa: Reformas del Reglamento Sanitario Internacional

El Reglamento Sanitario Internacional (RSI) es el principal instrumento jurídico mediante el cual la Organización Mundial de la Salud (OMS) hace esfuerzos por llegar a asegurar la prevención, la detección y la respuesta coordinada a las emergencias de salud pública de preocupación internacional. Luego de la pandemia de la COVID-19 la cual dejó al descubierto limitaciones estructurales y la disparidad en la distinta capacidad que los Estados Partes han tenido para cumplir con sus obligaciones, la OMS promovió un proceso de reforma del RSI. A partir de una visión crítica, sustentada en los debates sobre la secularización, la equidad y la sostenibilidad, se sostiene que el RSI ha venido funcionando a partir de una lógica tecnocrática que no ha sido capaz de revertir las asimetrías estructurales entre el Norte y el Sur global. Desde una visión latinoamericana se plantea que esta reforma debe ir más allá de la retórica de la voluntariedad de la cooperación, en favor de una diplomacia sanitaria vinculante basada en la justicia sanitaria global y la sostenibilidad institucional.
