In order to improve the quality of the inclusive education, a theoretical revision is made on the development of pedagogical and didactic competences that teachers must have before the educational attention of school children with special educational needs. Afterwards, a study is presented, counting on the conjoint participation of both officials members of the Zone 5 of the Ministry of Education of Ecuador and researchers of Basic Education of the State University of Milagro, with the aim to identify the current state of the preparation of the teachers and their implications, conformed in current moment, normative, strategic and tactical operational, by means of a mixed investigation based on a descriptive statistic. We employ the opinion non-probabilistic sampling method.
